A prominent feature in Grand Theft Auto 2 is the addition of seven distinct gangs, which the player can take jobs from. To take a job from a particular gang, follow the gang arrow to their turf and then follow either the green, red or amber arrow to one of their payphones. Depending on the gangs respect for the player and whether you have completed a particular job set for a gang, all three arrows may not show up in a gang territory and if the player have negative respect from a gang, no job arrows will show up in that gangs area and that respective gang will try to kill the player. The gangs in the Downtown level only use Pistols, no matter how negative their respect is for the player. However, the gangs in the Residential and Industrial levels use many weapons including the machine gun, Rocket Launcher, Molotovs and the Flamethrower, the weapons usually being more dangerous the more negative their respect for the player is.

Zaibatsu The Zaibatsu are the most powerful and largest gang in the game, occupying areas in each of the districts. They are what appears on the surface to be a legitimate corporation, who manufacture everything from cars and weapons to medication. However below the surface, they are nothing but. Getting involved in crimes such as narcotics and participating in organised crime.
The below appear in the Downtown district
Yakuza They appear in the first area. They make drugs at the so-called J-Lab, which one of their strongest "industries".
Loonies They appear in the first area and they are quite crazy. Their small section of turf is in the vicinity of the city's mental
institution, named "SunnySide" after the Mental Institution in
Montrose, Scotland, near Dundee, where the game was originally created.
The below appear in the Residential district
SRS Scientists They are head-quartered in the Residential District, and are a
clandestine research institute involved in slightly questionable
practices. Their business is advanced weapon development along with
cloning, genetic engineering and robotics.
Rednecks they appear in the second area, are rabid fans of Elvis Presley, and specialise in explosives and vehicles. Their business is the brewing,
running and selling of moonshine.
The below appear in the Industrial district.
Russian Mafia They appear in the third area and specialise in contract-killing and gun running.
Hare Krishna They appear in the third area and their car, the Karma Bus, is a big love bus with flowers painted on its roof. The Krishna's turf is around their temple. They use orange as a gang colour. This gang also appeared in the first Grand Theft Auto game (the player would earn the Gouranga bonus for killing them), but were not involved in criminal acts.
